Session of the Consultative Council of Education
The first day was marked by various speeches. The chairman of the Russian Union of Evangelical Baptists, Yuriy Kirillovich Sipko, opened the meeting with a prayer.
Doctor Chapman, president of Russian Leadership Ministries, talked of the role of the Rector in a theological institution.
The principal seminar on strategic planning was held by rector of SPbCU Alexander Negrov. The first day the seminar had a theoretical approach on "Theology and Planning", while the second day was devoted to a practical seminar on "Strategic Planning".
The fundamental theses of the seminar were as follows:
1.Theses on Planning
1. A Christian, who is guided by the Holy Spirit, is not deprived of the responsibility of comprehending his actions.
2. The Holy Spirit guides a Christian, but not without regard to the will and potential of a person (displaying God the Creator in a person).
3. Human decisions and actions are reality. They can be compatible or incompatible with God's will and character.
4. Jesus Christ teaches to plan man's activities (Luke 14:28-32).
5. Planning is a hard task. Planning is not for the lazy or undisciplined.
6. One who plans is not necessarily of the "worldly", and a religious mystic is not always "spontaneous and unpractical".
7. Spirituality must be a coherent understanding. It is related to the trust in God and to the hard task of strategic analysis and planning.
2. Criteria for assessing a supposed strategy and tactic for the developing school, control questions:
- Will it praise God?
- Will it benefit the Church and Society?
-Will it become historically important for the school itself?
3. The layout of process in the function f the school
4. Understanding the "mission of the school"
5. Developing a strategy of the school
6. A vision of development of the school
7. Strategic analysis and planning
8. Crisis of theological education: the truth about the crisis
9. Coming out of the crisis: critical questions
Alexander Negrov concluded the seminar with a quote from David McKeen's book:
"Work diligently, be faithful to God and pure in character. Everything else is in the hands of the Holy Spirit. We should be joyous in this freedom..."

The second day of the CCE meeting was continued with practical work. Representatives from each school worked in groups.
The rector of SPbCU, Alexander Negrov, the vice-rector, Ivan Makarenko, and vice-rector, Alexander Belyaev, held a discussion of strategic planning in their group.
